HIGH-LEVEL GROUP’S RECOMMENDATIONS TO ACHIEVE GENDER EQUALITY IN SPORT PUBLISHED BY THE EUROPEAN COMMISSION

The High-Level Group on Gender Equality in Sport has put forward an action plan and recommendations for the European Commission, EU Member States, national and international sports bodies and grassroots organisations to achieve a more equitable gender balance in sport. 

The report provides specific recommendations on 6 areas identified by working group experts as key to promote the engagement of women in sport. The 6 key areas include participation, coaching and officiating, leadership, social and economic aspects of sport, media coverage, and gender-based violence.

This report is divided into two parts. The first part is devoted to eight cross-cutting topics, relevant when considering the above-mentioned six key thematic areas of engagement. The topics include gender mainstreaming, intersectionality, gender budgeting/funding, policy monitoring and evaluation, education, communication, coordination for gender equality, and men as allies. Gender The second looks at the key thematic areas and is further divided into three parts: presentation of the current situation from a scientific; recommendations; and action proposals for stakeholders, namely the European Commission, EU Member States, sports federations, and organizations governing grassroots sport.

This report was designed to be a concise document supporting the implementation and development of measures for widespread use. Sport stakeholders are now welcome to use this report as a practical toolkit to foster political debate and achieve more gender equality in sport. The High-Level Group on Gender Equality in Sport was established by Commissioner Mariya Gabriel, in December 2020 and aims at the implementation of concrete actions at national and European level in the field of gender equality in sport.  The group is composed of 15 experts with diverse backgrounds within the sporting movement, including former top athletes, politicians, members of European and international sport federations as well as distinguished academics are the members of the high-level group.
